Drone fishing is common on Florida beaches, but check four sets of rules first. FAA drone rules apply to every flight. Florida requires a free shore-based shark fishing permit if you target sharks from the beach. State parks and national seashores don't allow drone launches. And in late 2025 Texas wildlife officials said federal law bars using drones to drop bait, a question that hasn't been settled nationally.

FAA rules for fishing flights
- Registration: $5 for 3 years for drones of 250 g or more. Fishing drones that carry bait are almost always over 250 g. See FAA registration.
- TRUST or Part 107: recreational anglers need the free TRUST certificate. Charter captains and guides who fly for business need Part 107.
- Visual line of sight. You must be able to see the drone with your own eyes. Long bait runs at dusk can break this rule.
- Altitude and people. Stay at or below 400 ft, and never fly over swimmers, surfers or beachgoers.
Florida fishing rules
- Shore-based shark fishing permit. The Florida Fish and Wildlife Conservation Commission (FWC) requires anglers 16 and older who target sharks from shore, piers, jetties or bridges to pass an online Shark-Smart Fishing course and get a no-cost Shore-based Shark Fishing permit, renewed every year. The permit applies even to anglers 65 and older who don't need a fishing license.
- Bait deployed by drone counts too. FWC also requires the permit when you fish from shore for any species and deploy bait "by any means other than casting" with a hook 1½ inches or larger, as well as when you use a wire leader over 4 feet or a fighting belt. Dropping a big bait by drone falls in that group.
- No chumming from the beach, for any species.
- Miami Beach goes further. Since February 2026, city code Sec. 10-21 bans shore-based shark fishing within Miami Beach, and it counts dropping bait by drone as shark fishing regardless of the species you target. Penalties reach 60 days in jail or a $500 fine.
- Wildlife. Using a drone to harass wildlife, including nesting birds, is illegal.

The federal question about bait drops
In December 2025, Texas Parks and Wildlife said that drones count as aircraft under the federal Airborne Hunting Act (50 CFR 19.11), and that using one to deploy bait is prohibited. That guidance came from Texas, after consulting the US Fish and Wildlife Service, but the federal law applies in every state. Until there's clear national guidance, ask FWC and USFWS in writing before you drop bait by drone. Read more in is drone fishing legal.
Where you can launch
- City and county beaches: often allowed, since Florida law limits local drone rules. Obey posted signs and lifeguard instructions.
- State parks: Florida's park rule bans aircraft takeoff and landing, so you can't launch from beaches like St. Andrews State Park.
- National seashores: Gulf Islands and Canaveral prohibit drones.
Drone fishing at Panama City Beach
Panama City Beach is one of the most popular drone fishing areas in the Panhandle. Before you go:
- Launch from public beach access outside St. Andrews State Park.
- Check airspace. Northwest Florida Beaches International Airport, Tyndall Air Force Base and Naval Support Activity Panama City are all nearby. Use B4UFLY or Aloft and get LAANC where needed.
- Fish early or late when beaches are less crowded, and keep the flight path clear of swimmers.
Which drone to use
A DJI camera drone is a scouting and filming tool, not a bait carrier. The DJI Air 3S has a 45-minute rated flight time and a 70 mm tele camera to spot bait balls and birds farther out. The DJI Mini 4 Pro weighs 249 g, so it skips recreational registration and packs easily. DJI doesn't make a bait release for these models, and Care Refresh doesn't cover damage from unauthorized accessories. See drone fishing for sharks and tuna for how anglers use each type.
Rules current as of October 2026. This is general information, not legal advice.
