Drone fishing in Hawaii: permits and rules

UPDATED OCTOBER 2026

It's limited. You can film and scout your fishing trip with a drone in Hawaii under FAA rules, but where you launch is the hard part: state parks and state beaches need written approval from the Department of Land and Natural Resources (DLNR), and Honolulu's parks department limits model aircraft to designated flying fields, so most city beach parks are out. Dropping bait by drone raises a federal question, and monk seals, sea turtles and marine conservation districts add more limits.

Drone fishing in Hawaii
In Hawaii, launching a drone from state parks and beaches needs DLNR approval, Honolulu limits model aircraft to designated park fields, and protected wildlife and conservation districts limit fishing.

Where you can launch

  • State parks and beaches: Hawaii's state park rules (HAR 13-146-9 and 13-146-28) bar launching aircraft and motorized models without written permission, and DLNR's park rules page says "No drones." Natural area reserves, such as Kaena Point on Oahu, need permits too.
  • Honolulu city and county parks: the city's model airplane rules allow model aircraft only in designated parks, such as Sandy Beach Park, Kawainui Regional Park and Mokuleia Beach Park. Many Oahu beach parks are city-run and not on that list.
  • Other counties: Maui, Hawaii and Kauai counties set their own park rules. Hawaii doesn't preempt them.
  • National parks: Hawaii Volcanoes, Haleakala and Kalaupapa ban drones.
  • Private land: with the owner's permission, often the only realistic option.

The bait-drop question

In December 2025, Texas Parks and Wildlife said that using a drone to deploy bait violates the federal Airborne Hunting Act, which treats drones as aircraft and fish as wildlife. That law applies in Hawaii too. We haven't found a Hawaii rule written specifically for drone fishing. Before you try a bait drop, ask DLNR's Division of Aquatic Resources and the US Fish and Wildlife Service. See is drone fishing legal.

Fishing rules that still apply

  • Marine Life Conservation Districts such as Hanauma Bay ban or strictly limit fishing. Other managed areas have their own rules.
  • Size limits, bag limits and closed seasons apply to many species. Check DAR's current rules on the DLNR site.
  • Protected species: Hawaiian monk seals and green sea turtles are protected by federal and state law. Hooking or harassing them is illegal, and a drone hovering over them can count as disturbance. Humpback whales pass through in winter and are protected too.

Airspace on Oahu

Honolulu's Class B airspace covers much of the south shore. Military airspace surrounds Marine Corps Base Hawaii at Kaneohe Bay, Joint Base Pearl Harbor-Hickam and Wheeler. Helicopter tours fly low along the coast, especially on the windward side and the North Shore. Check B4UFLY or Aloft at your exact spot and request LAANC where needed.

Hawaii's drone crime law

Act 161, passed in 2024, added felony offenses for serious drone misuse, such as interfering with crewed aircraft. Fly responsibly and stay away from helicopters, emergency scenes and crowds.

Ocean flying tips

  • Trade winds are strong and steady. Fly out into the wind and return with it.
  • Salt spray corrodes motors. Wipe the drone down after every session.
  • Over water, keep the drone in sight and land with a big battery reserve. A drone that goes down past the reef is gone.

Which drone to use

A DJI camera drone is a scouting and filming tool, not a bait carrier. The DJI Air 3S has a 45-minute rated flight time and a 70 mm tele camera to spot birds working bait offshore. The DJI Mini 4 Pro weighs 249 g, so recreational pilots don't register it. DJI doesn't make a bait release for these models, and Care Refresh doesn't cover damage from unauthorized accessories.
