Can you fly a drone at Lake Powell?

UPDATED OCTOBER 2026

No. Lake Powell is inside Glen Canyon National Recreation Area, managed by the National Park Service. Glen Canyon's laws and policies page says launching, landing or operating an uncrewed aircraft on NPS lands and waters in the recreation area and Rainbow Bridge National Monument is prohibited unless the superintendent approves it in writing, and the park FAQ answers "Can I fly my drone in Glen Canyon?" with a no. That covers the shoreline, beaches, marinas, Rainbow Bridge and the water itself, so flying from a houseboat or a boat doesn't get around the rule.

Drone rules at Lake Powell
Lake Powell sits inside Glen Canyon National Recreation Area, where launching, landing or operating a drone is banned without the superintendent's written approval.

Why "it's a lake" doesn't help

Many visitors assume the water is open because it's not a classic national park. It is NPS-managed land and water, and the drone rule follows the agency, not the scenery:

  • Houseboats and powerboats are on NPS waters, so a drone launched from the deck is operating in the recreation area.
  • Marinas such as Wahweap, Bullfrog, Halls Crossing and Antelope Point are inside the boundary.
  • Rainbow Bridge National Monument has the same ban and is a sacred site for several tribes.

Violations can mean federal charges with up to six months in jail and a $5,000 fine. The rule applies to sub-250 g drones too.

What about Horseshoe Bend and Antelope Canyon?

  • Horseshoe Bend is also in Glen Canyon NRA, even though the City of Page runs the parking lot. See drones at Horseshoe Bend.
  • Antelope Canyon is on Navajo Nation land, reached only with Navajo tour operators. The Navajo Nation Parks and Recreation Department says drones are prohibited at all Navajo Tribal Park locations and will be confiscated. Part of Lake Powell's southern shore is also Navajo land (the Lake Powell Navajo Tribal Park).

Where you can fly nearby

  • Private land in and around Page, with the owner's permission. Page Municipal Airport is close to town, so check airspace first.
  • BLM land outside the recreation area generally allows recreational drones, but wilderness areas and some monument areas have closures. Confirm with the local BLM office.
  • Utah and Arizona state lands have their own rules. Check before launching.

Lake Powell straddles the Utah and Arizona line, and both states follow FAA rules for altitude and registration. See Utah drone laws and Arizona drone laws.

Before you fly in the area

  1. Know the Glen Canyon NRA boundary. A park map shows it.
  2. Pass the TRUST test and register drones of 250 g or more.
  3. Check B4UFLY or Aloft for airspace and TFRs.
  4. Keep clear of wildlife and other visitors.

Desert heat is hard on batteries. Keep them shaded and let them cool before charging. When you find a legal spot nearby, the 249 g DJI Mini 5 Pro needs no recreational registration and handles bright canyon light well. For more parks, read can you fly a drone in a national park.

Rules current as of October 2026. This is general information, not legal advice.
