Can you fly a drone in Madeira?

UPDATED OCTOBER 2026

Yes, with paperwork. Madeira is part of Portugal, so you follow the EU drone rules plus Portugal's own permit for aerial images. Register as an EU drone operator, label your drone, fly below 120 m, and apply for authorization from Portugal's National Aeronautical Authority (AAN) before you capture photos or video. Then check the official zone map, because Madeira Airport and protected nature areas restrict large parts of the island.

Drone rules in Madeira
Madeira follows Portugal's drone rules: EU operator registration, a national permit for aerial photos and video, and the ANAC zone map, which shows the airport area.

Step 1: EU registration

Portugal's civil aviation authority, ANAC, applies the EU rules and has a section for operators from non-EU countries. If Portugal is the first EU country where you fly, register with ANAC; a registration from another EU country also works in Portugal.

  • Drones with a camera need operator registration, even under 250 g.
  • Show your operator number on the drone.
  • Sub-250 g drones without an EU class label, such as US-version Minis, fly in subcategory A1 with no certificate. Don't fly over people.

Step 2: the aerial image permit

Portugal requires AAN authorization to capture aerial images, and travelers report it applies to personal footage too. Create an account on the AAN's aerial images portal well before your trip, then apply for each area. Flights over beaches and coastal water may also involve the local harbor master (capitania). The process changes, so check the AAN's current guidance. More in drone laws in Portugal.

The drone map for Madeira

Use ANAC's geographical UAS zone map before every flight. Key areas:

  • Madeira Airport at Santa Cruz on the east coast. Its approach is famously tricky, and the restricted zone covers the surrounding coast.
  • Porto Santo Airport on the neighboring island.
  • Funchal, the capital, is dense and busy, with a cruise port. Flying over the city center and crowds isn't realistic.

Nature areas

Much of Madeira's interior is protected, including the UNESCO-listed Laurisilva forest and the Madeira Natural Park. Protected areas and nature reserves, such as the Desertas Islands, need permission from the regional nature authority. Popular spots like Pico do Arieiro, Pico Ruivo, Ponta de São Lourenço and the levada trails are crowded at sunrise. Don't fly over hikers on narrow ridges.

Wind and weather

Madeira is a steep volcanic island in the Atlantic. Wind accelerates over ridges and around headlands, and cloud can roll over Pico do Arieiro in minutes and block your line of sight. Watch the wind warnings in DJI Fly, keep a big battery reserve, and don't fly out over the ocean cliffs in gusty conditions.

Insurance

Liability insurance is required in Portugal for heavier drones and is smart for all. Buy a policy that covers the EU; see drone insurance for Europe.

Which drone

The 249 g DJI Mini 5 Pro flies in A1 without an EU certificate and has a 1-inch sensor for sunrise above the clouds. Its omnidirectional sensing helps on steep terrain. Pack batteries in your carry-on, as covered in traveling with a drone.
