Can you fly a drone in Panama?

UPDATED OCTOBER 2026

Possibly, but check the rules before you pack it. Panama regulates drones through its civil aviation authority, the Autoridad Aeronáutica Civil (AAC), and its rules can require registration or authorization depending on the drone and the flight. The Panama Canal, airports and protected areas are restricted. Confirm the current requirements with the AAC before your trip; don't assume US rules carry over.

Drones in Panama
Panama regulates drones through its civil aviation authority. The canal, airports and protected areas are restricted, so check the current rules before your trip.

Who sets the rules

  • The AAC regulates civil aviation in Panama, including drones. Its rules cover registration, where you can fly, and authorization for certain operations. Contact the AAC or check its official website for the current process for foreign visitors.
  • The Panama Canal Authority (ACP) controls the canal and its watershed operations. The canal is critical infrastructure with tight security. Don't fly over the locks, ships or canal facilities without ACP authorization.
  • MiAmbiente, the environment ministry, manages national parks and protected areas. Ask for permission before flying in them.

Because requirements and processes change, the AAC is the authority to rely on, not travel blogs.

The AAC's process

The AAC's published drone operations protocol (2025) lays out the steps, based on its drone regulation, Resolution 0004:

  1. Read the AAC's drone regulation on its website (the "Drones" section under services).
  2. Deliver a letter to the AAC (building 805) asking for a pilot license and registration of your drone. The AAC stresses getting the license, especially for commercial use.
  3. Once licensed and registered, email the AAC's drone coordinators with the purpose of your flight to receive a special operations form, using WGS 84 coordinates and altitudes in feet above sea level.
  4. For flights over the Cinta Costera, Avenida Balboa, Calle 50 and nearby areas, or over Casco Antiguo, you also need to notify the Institutional Protection Service (SPI), and for Casco Antiguo the police and the historic heritage office.

The AAC says approvals take at least five business days. For a short vacation, that's a real hurdle.

Places to avoid

  • Airports: Tocumen International east of Panama City, Albrook "Marcos A. Gelabert" in the city, and airports in David, Bocas del Toro and elsewhere.
  • The canal: Miraflores, Pedro Miguel and Agua Clara locks, the Bridge of the Americas and the Centennial Bridge carry traffic and security operations.
  • Government buildings and the presidential palace area in Casco Viejo.
  • Crowds in Casco Viejo, on the Cinta Costera and at festivals.

Islands and nature

San Blas (Guna Yala) is an autonomous indigenous territory where the Guna set their own rules for visitors, including photography. Ask before flying. Bocas del Toro and the Pearl Islands mix private, community and protected land. In national parks and marine reserves, including Coiba, get permission and keep away from wildlife and nesting birds.

Customs and travel

Carry your receipt and any authorization you've received. Pack lithium batteries in carry-on, with terminals protected, as covered in traveling with a drone. Tropical heat and humidity are hard on batteries and lenses, so let gear acclimate before flying.

Basic safety rules to follow anyway

  • Stay below 120 m (about 400 ft) and keep the drone in sight.
  • Fly in daylight and good weather.
  • Don't fly over people, roads or private property without consent.
  • Keep away from other aircraft and helicopters.

Which drone

A light drone is easiest to travel with. The 249 g DJI Mini 5 Pro has a 1-inch sensor for rainforest and coastline light. Comparing nearby destinations? See drone laws in Costa Rica, Colombia and drone laws by country.
