Mostly no. Waikiki sits under the Class B airspace of Daniel K. Inouye International Airport, its beach is one of the most crowded in the country, and the nearby green spaces all restrict drones: Kapiolani Park and Ala Moana Beach Park are Honolulu city parks that aren't on the city's list of model aircraft flying fields, and Diamond Head State Monument needs written approval from the state. A legal flight takes airspace authorization and the landowner's permission.

Airspace
Waikiki is within Honolulu's Class B airspace. You need LAANC authorization or a DroneZone approval before flying, and grids closer to the airport may allow little or no altitude. Tour helicopters, police helicopters and military aircraft fly along the coast, and Joint Base Pearl Harbor-Hickam is a few miles west. Check B4UFLY or Aloft at your exact spot.
Who controls the land
- City beach parks and parks: Kuhio Beach Park, Kapiolani Park, Ala Moana Beach Park and the other parks along Waikiki are City and County of Honolulu property. The city's model airplane rules allow model aircraft only in designated parks, and none of these are on the list. Ask the Department of Parks and Recreation before launching.
- Diamond Head State Monument: Hawaii's state park rules (HAR 13-146-9 and 13-146-28) require written permission to launch aircraft or motorized models, and DLNR's park rules page says "No drones."
- Fort DeRussy: military property in the middle of Waikiki.
- Hotels: need the owner's permission to launch from their grounds or rooftops.
Crowds
Waikiki's beach, seawalls and Kalakaua Avenue are full of people from early morning to late night. Recreational pilots can't fly over people or moving vehicles. Even with permission and LAANC, there's little space to fly safely.
Hawaii state law
Act 161 (2024) made several drone acts felonies, including disabling Remote ID or required lighting, flying while intoxicated, and obstructing police or firefighters. Hawaii also bans recording people in private places. See Hawaii drone laws.
Wildlife
Green sea turtles and Hawaiian monk seals sometimes rest on Oahu beaches, and humpback whales pass offshore in winter. All are protected. Never fly over them.
Better options on Oahu
- Private property with the owner's permission, outside the busiest airspace.
- The windward and North Shore coasts, away from Honolulu's Class B core, after checking airspace and land ownership.
- Scenic helicopter tours for the classic Waikiki and Diamond Head aerial view.
Full island details are in Honolulu and Oahu drone laws.
Before you fly
- Pass the TRUST test.
- Register drones of 250 g or more and broadcast Remote ID.
- Get the landowner's or park's permission.
- Request LAANC and stay at or below the approved altitude.
Trade winds are steady and strong. The 249 g DJI Mini 5 Pro needs no recreational registration, handles moderate wind, and is easy to pack for the islands. Read traveling with a drone for airline battery rules.
