Yes, in limited places. FAA rules let you fly on Kauai, but Hawaii's Department of Land and Natural Resources (DLNR) doesn't allow drones in state parks without written approval. That covers Waimea Canyon, Koke'e and the Na Pali Coast, the island's most famous views. Tour helicopters, military airspace on the west side and protected wildlife limit flying elsewhere.

State parks, beaches and reserves
DLNR manages Hawaii's state parks, historic parks and many beaches, plus forest reserves and natural area reserves. The state park rules (HAR 13-146-9 for aircraft and 13-146-28 for motorized models) bar launching or landing without written permission from the Board of Land and Natural Resources, and DLNR's state park rules page simply says "No drones." On Kauai that includes:
- Waimea Canyon State Park and Koke'e State Park
- Haena State Park (Ke'e Beach) and Na Pali Coast State Wilderness Park, along the Kalalau Trail
- Polihale State Park and Wailua River State Park
Forest reserves and natural area reserves are managed by DLNR's forestry division and need its permission too. Ask DLNR before planning any flight on state land.
County parks and beaches
Kauai County manages many beach parks, such as Poipu Beach Park. County park rules are separate from the state's, so ask Kauai County Parks and Recreation before you launch from a county park.
Airspace: helicopters and missiles
- Tour helicopters fly the Na Pali Coast, Waimea Canyon and the interior all day, often low. They may not see a small drone. Stay low, keep the drone close, and land if you hear one.
- Lihue Airport has controlled airspace. Get LAANC authorization near it.
- Pacific Missile Range Facility at Barking Sands on the west side has restricted military airspace. B4UFLY and Aloft show its limits.
Wildlife
- Hawaiian monk seals rest on Kauai beaches. They're endangered and protected under federal and state law. Don't fly near them.
- Green sea turtles, nesting seabirds and humpback whales (in winter) are also protected.
- National wildlife refuges such as Kilauea Point and Hanalei protect seabirds and waterbirds. Don't fly over them without permission.
Hawaii state drone laws
Hawaii added drone crimes in 2024. Disabling Remote ID or required lighting, flying while intoxicated, and obstructing police or firefighters are felonies, and using a drone to harass someone near their home is a misdemeanor. See Hawaii drone laws.
Where can you fly?
- Private property, such as a vacation rental, with the owner's permission
- Open land outside state parks, reserves, refuges and restricted airspace
- Always after checking B4UFLY or Aloft for TFRs
Wind and ocean tips
Trade winds are strong, especially on the north shore and along ridgelines. Small drones can struggle to fly back upwind, so keep the drone close, land with a big reserve, and never launch from a spot where you can't recover the drone on land.
The DJI Mini 5 Pro and Mini 4 Pro handle wind better than most sub-250 g drones, and the DJI Neo is best for calm, private spots. Before your trip, read traveling with a drone for airline battery rules.
Rules current as of October 2026. This is general information, not legal advice.
