Drone laws in Portland, Oregon

UPDATED OCTOBER 2026

You can fly a drone in Portland under FAA rules: the free TRUST certificate for recreational flying or a Part 107 certificate for paid work, plus FAA registration for drones of 250 g or more. The practical limits are Portland International's Class C airspace, city parks that restrict drone takeoff and landing, and Metro regional parks that generally don't allow drones. Oregon's state laws add rules on critical infrastructure and harassment.

Drone laws in Portland
Portland pilots follow FAA rules and Oregon's ORS chapter 837. PDX airspace covers much of the city, and city and Metro parks restrict drone takeoffs.

Airspace in Portland

  • Portland International (PDX) has Class C airspace over much of the city, especially north and east Portland.
  • Hillsboro Airport and Troutdale Airport add controlled airspace to the west and east.
  • Hospital helipads and police helicopters operate across the city.

Use B4UFLY or Aloft at your exact launch spot, and request LAANC authorization in controlled airspace.

City and regional parks

Oregon's preemption law (ORS 837.385) says only the Legislature regulates drone operation, but ORS 837.387 lets local governments prohibit or regulate takeoff and landing in parks they own.

  • Portland city parks: Portland City Code 20.12.180 says no one may operate an unmanned aerial system in a park, except in areas the city has designated, under a park permit, for city work, or for emergencies (including an emergency landing with no safer option). That covers Forest Park, Washington Park, Tom McCall Waterfront Park and every other city park.
  • Metro regional parks, such as Oxbow and Blue Lake: Metro says drones are generally not allowed in its parks and natural areas because of wildlife disturbance and, in some places, nearby airports. Drone filming requests are reviewed case by case by Metro's wildlife biologist and its drone program coordinator.
  • Private property with the owner's permission is the simplest legal option in the city.

Oregon state law

  • Critical infrastructure (ORS 837.372): no flying at 400 ft or lower over fenced or posted facilities like substations, water plants, rail yards, ports and prisons, without consent.
  • Harassment (ORS 837.370 and 837.380): flying over private land to harass the owner is an offense, and an owner who has told you not to fly over their land can sue.
  • Emergencies (ORS 837.374): interfering with wildfire, police or emergency work is an offense.
  • Wildlife (ORS 498.128): no drones to hunt, fish or harass wildlife.

Day trips from Portland

  • Columbia River Gorge. Much of the Gorge is national forest and state park land. National forest land generally allows drones outside wilderness, while Oregon state parks have been closed to drones since May 1, 2026, except by permit or at sites OPRD lists as open. Multnomah Falls and the busiest viewpoints are crowded; don't fly over people.
  • Mount Hood. The Mount Hood Wilderness and other wilderness areas don't allow drones. Check boundaries on a forest map.
  • The Oregon coast. State parks and the ocean shore are under the new state park drone rules. See Oregon state parks.

Wildfire TFRs are common in late summer. Never fly near smoke.

Before you fly

  1. Pass the TRUST test.
  2. Register drones of 250 g or more and broadcast Remote ID.
  3. Check airspace and the landowner's rules.
  4. Fly at or below 400 ft, in sight.

Portland's drizzle isn't kind to drones. None of the DJI Mini 5 Pro, Mini 4 Pro or DJI Neo is waterproof, so fly on dry days. The Minis weigh 249 g and need no recreational registration. Read more in can you fly a drone in the rain.
