Can you fly a drone in Toronto?

UPDATED OCTOBER 2026

Yes, but with care. It's legal to fly a drone in Toronto if you follow Transport Canada's rules, and a drone under 250 g is by far the easiest option for visitors because it needs no Canadian pilot certificate or registration. The hard parts are Toronto's airspace, with Pearson and Billy Bishop airports close to downtown, the city's park rules, and crowds along the waterfront.

Drone rules in Toronto by weight
In Toronto, drones under 250 g need no Canadian certificate or registration. Heavier drones need a Transport Canada certificate, and US visitors need a foreign SFOC.

Transport Canada's rules

Canada regulates drones by weight:

  • Under 250 g (DJI Mini 5 Pro with the standard battery, Mini 4 Pro, Neo): no certificate, no registration, and no special permit for foreign visitors. You must still fly safely, stay away from airports and heliports, keep clear of people, and never put aircraft at risk.
  • 250 g and up: a Canadian drone pilot certificate (Basic or Advanced) and registration. US visitors can't register a drone in Canada, so they need a Foreign Special Flight Operations Certificate (SFOC-RPAS) instead. Your FAA paperwork doesn't count.

Basic operations with a heavier drone mean max 122 m (400 ft), 30 m horizontal distance from bystanders, and no flying in controlled airspace. Read drone laws in Canada for the full process.

Toronto's airspace

  • Toronto Pearson in the northwest has busy controlled airspace over a large part of the city.
  • Billy Bishop Toronto City Airport sits on the Toronto Islands, right next to downtown. Its airspace covers the waterfront, the islands and the CN Tower area.
  • Hospital heliports downtown and across the city see air ambulance traffic.

Use the NAV Drone app from NAV CANADA to check airspace before every flight. Drones of 250 g or more need an Advanced certificate and NAV CANADA authorization to fly in controlled airspace. With a sub-250 g drone, the safe choice is to stay out of airport and heliport areas entirely.

Parks and the waterfront

  • City parks: Toronto's parks bylaw, Municipal Code Chapter 608, section 608-19, says no one may operate powered model aircraft in a park unless authorized by permit. A drone counts, so don't launch in a city park without a permit from Parks, Forestry and Recreation.
  • Toronto Islands: inside Billy Bishop's airspace and busy with visitors. Not a good place to fly.
  • Rouge National Urban Park: run by Parks Canada, which treats all its places as no-drone zones for recreational use, with fines of up to $25,000.
  • Ontario Parks: provincial parks set their own rules. Ask the park first.

Waterfront trails, Harbourfront and the Distillery District are crowded most of the day. Don't fly over people.

The CN Tower

Want the skyline shot? See flying near the CN Tower. Short answer: it sits close to Billy Bishop airport and in the busiest part of downtown, so plan on no.

Privacy and trespass

Canadian privacy and trespass laws apply to drones. Don't film people in their homes or yards, and get permission to take off from private property.

Penalties

Transport Canada can fine individuals up to $1,000 for flying a heavier drone without a certificate and up to $5,000 for an unregistered drone. Flying recklessly near an airport can bring larger penalties.

Which drone to bring

A sub-250 g drone keeps things simple. The DJI Mini 5 Pro has a 1-inch sensor for skyline sunsets, and the 135 g DJI Neo is good for selfie clips away from crowds. Keep the standard battery on a Mini, since a Plus battery pushes it over 250 g. Before you cross the border, read traveling with a drone. Heading west? See Vancouver and BC.

Rules current as of October 2026. This is general information, not legal advice. Check Transport Canada's drone safety site before you fly.
